The Office of Accounts and Reports is responsible for the coordination and preparation of the Annual Comprehensive Financial Report (ACFR) of the State of Kansas (formerly referred to as the Comprehensive Annual Financial Report).    

Each ACFR is presented in the following three sections:

  1. Introductory Section – includes the transmittal letter, the State of Kansas organization chart, and a listing of selected officials. 

  2. Financial Section - includes the independent auditors’ report, management’s discussion and analysis, the basic financial statements and notes, the required supplementary information and the other supplementary information.

  3. Statistical Section - includes unaudited tables and financial trend information.

City management is responsible for the preparation and fair presentation of these financial statements in accordance with accounting principles generally accepted in the United States. This includes the design, implementation and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement.

The Annual Comprehensive Financial Report (ACFR) has three major sections: introductory, financial and statistical. The introductory section furnishes general information on the government’s structure, services and environment. The financial section contains all basic financial statements and required supplementary information, as well as information on all individual funds and discreetly presented component units not reported separately in the basic financial statements. The statistical section provides trend data and nonfinancial data useful in interpreting the basic financial statements and is especially important for evaluating economic conditions.

The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to these Lee’s Summit Annual Comprehensive Financial Reports. To be awarded a certificate of achievement, a government must publish an easily readable and efficiently organized Annual Comprehensive Financial Report. This report must satisfy both generally accepted accounting principles and applicable legal requirements.

An Annual Comprehensive Financial Report is a set of financial statements for a state, municipality or other governmental entity that comply with the accounting requirements established by the Governmental Accounting Standards Board (GASB). It must be audited by an independent auditor using generally accepted government auditing standards. ​​

​The Annual Comprehensive Financial Report consists of three sections: Introductory, Financial and Statistical.

The Introductory section orients and guides the reader through the report. The Financial section presents the entity’s basic financial statements as well as notes to the statements and the independent auditors’ report. The Statistical section provides additional financial and statistical data, including data about financial trends that may better inform the reader about the government’s activities.

​Since 1994 the Town has received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for our Annual Comprehensive Financial Report.​​​​

​The GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program (Annual Comprehensive Financial Report Program) in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal.​​
